This new proposal aims to describe a project placed in response to the 2012 EACI Intelligent Energy Europe Call for Proposals to examine ways in which the activities of local councils, cities, municipalities and regional agency actors can be spurred to further promote and implement small scale urban renewable electric generating schemes.

URBAN-ResAbbreviatedAbstract-Nettowatt.be.V1 : There exists significant renewable energy generating capacity within our urban environments that are currently untapped for several reasons

• Lack of market forces
• Lack of resources and knowledge within the organizational institutions

Next steps now will be to terminate the last budget negotiations with EACI (Executive Agency for Competitiveness & Innovation) and plan for the starting up !

Esha

The European Small Hydropower Association (ESHA) is a non- profit International Association representing the sector of small hydropower. The association was founded in 1989 as an initiative of the European Commission. ESHA is a founding member of EREC (European Renewable Energy Council), which groups together all main European renewable energy industry and research associations. Since March 2000, ESHA has shared its headquarters with other EREC members in the Renewable Energy House in Brussels. The benefits at economic and environmental levels that can be achieved by developing SHP are enormous. However, these benefits can be achieved only if use is made of synergies at the European, national and local level.

• ESHA serves to create a platform for actors in the field of SHP (from national associations to research institutions and industry) to represent their interests at the European level.
• ESHA encourages the exchange of technology and Information
• ESHA organises studies and analyses environmental, legislative, technical and economic factors, which affect small hydropower

Aper

APER – Association of Producers of Energy from Renewable sources – was set up in April 1998 following the broadening of the field of action of APEI (Association of Producers of Hydroelectric Energy), set up way back in 1987.

The main aim of the Association is to represent the interests of RE producers at national and international level and to contribute to enlarge the debate on renewable energies, by means of participation to national and international projects and of cooperation with the main stakeholders and policy makers.

APER offers to its members technical and legal support for implementing and operating the plants as well as for the commercialisation of the produced energy. At the same time APER is constantly promoting sustainability and Renewable Energy systems, by means of dissemination and capacity building activities: organisation of training courses, participation to major conferences and exhibitions. In recent years APER has also contributed to the creation of a “100% green electricity” label.

APER is playing a recognised role in the Italian Energy framework at institutional level, thanks also to its participation to ministerial committees and National Energy Authority working groups.

APER counts 480 members among the Italian electricity producers from RES, totalling more than 1.150 power plants with more than 8.000 GWh of annual production. APER is member of important European associations such as ESHA (European Small Hydropower Association), EWEA (European Wind Energy Association), EPIA (European PhotoVoltaic Industry Association).

The management committee, made up of five members, and the council already includes representatives of the various sources in order to allow a balanced development of the individual matters within the framework of a common general action.

The working staff of the association includes 15 people, with experiences in RE legislation, incentives, electricity market, RE technology, communication and information.

TRMEW

TRMEW – The Polish Association for Small Hydropower Development is a non-profit, self-financing organization which groups together SHP proprietors and sympathizers. The history of the organization dates back to the beginning of the nineteen eighties and the Association was formally founded in 1988. TRMEW has its headquarters in Grudziądz, Poland.

The activity of the organization concentrates on four areas: (1) representing SHP on the political arena by active participation in legislative processes, (2) integrating SHP branch by organizing branch meetings, conferences and trainings, (3) education concerning small hydropower and other renewable energy sources, (4) taking numerous actions on behalf of the TRMEW members, in their interest and for their benefit.

TRMEW acts jointly with other RES organizations in Poland in order to form a common platform of cooperation and exchange of ideas of all RES circles. By uniting more then 50% of Polish SHP operators, TRMEW is the largest organization of this character in Poland.

The objective of TRMEW is striving for common and practical applying of knowledge in the area of building and exploiting SHP plants.

TRMEW tries to enter new routes by combining traditional ideas that have been applied for centuries with modern technologies and broadens the scope of activity by international cooperation, mainly in Europe.

One of the most important priorities of TRMEW is protecting the interests of its members. Thanks to joint action as well as helpful and considerate atmosphere of cooperation the TRMEW members are able to solve even the most difficult problems related to RES branch.

SHP is the most sustainable energy source. We believe that technology and nature can go together. Therefore the TRMEW members often engage in projects aimed at environment protection. Thus they prove that ecological actions can ensure both public good and business efficiency.

HEB

HEB (HIDRO ELEKTRO BOHINJ d.o.o.), established in 1990, has more than 20-year tradition in the small hydro power plants (SHP) development and has as such contributed in the construction of more than 150 hydropower plants. The company had its own equipment production and was managing a turn-key engineering until 2001 when the focus remained on designing, analysis and operation of the SHPs.

The activities of the company include: • Engineering – studies, analysis, costs estimations, trainings, projects design, • Financial engineering • Project work • Technology transfer • SHP operation and maintenance • Advisory on legislative issues (permits etc.) and real estate market for SHPs

HEB key personnel participated in the EC-funded projects, such as BlueAGE, SHERPA, CH2OICE, REPAP and the STREAM MAP.

SVAF

The Swedish Hydropower Association was formed in 1980 and in 1984 became a section of the Association for Renewable Energy in Sweden, SERO. It aims at stimulating and promoting the use of small hydropower in Sweden in an ecologically sound way and acts in the interest of its members in the energy market and the political field. In this respect many successes has been reached such as a framework for tariffs, avoidance of taxes, special insurance solutions and many more.

There are more than 1 500 small hydropower plants in Sweden of which around 50 per cent belong to members of Swedish Hydropower Association.

LHA

Lithuanian Hydropower Association (LHA) was founded in 1996 and currently has some 80 individual members. Most of them are directly linked with small hydropower plants – owners, farmers, workers in the field of power and environment, scientists, lecturers and students associated with hydraulic or power engineering. LHA is a member of the European Small Hydropower Association.

The association has been always largely focusing at performing research programmes and applied studies. Its clients have been national ministries (Ministry of Economy, Ministry of Environment, Ministry of Transport), Energy and Environment Protection Agencies, State science and Study Foundation, international donors (programmes PHARE, FP6, Intelligent Energy for Europe etc.).

LHA has established a privileged partnership with Water and Land Management Faculty of the Lithuanian University of Agriculture and the Council of Water Problems at Lithuanian Academy of Science in order to be able to develop team synergy in performing various, hydropower related studies. LHA have good contacts with SHP experts in the new EU member states and associated countries, which have been built over previous studies.

EDORA

EDORA is an independent professional federation which aims to defend the general interest of the renewable energy sector in Wallonia and Brussels. EDORA members represent the major part (90%) of the renewable energy production in these regional markets. Moreover, EDORA works in close cooperation with ODE – the Flemish renewable energy association – in order to integrate in single positions and analyses the Belgian renewable realities. Thanks to numerous working groups gathering EDORA members, the federation is quickly able to take advantage of high level expertise among the sector, to summarize the main sector demands and to disseminate relevant information to the sector.

This dynamic allows EDORA to have a unique overview on the Belgian renewable energy market, to play a crucial role in the defense of the sector interest and to be seen as a key actor in the preparation of political decisions.

Being part of a large network at both Belgian and European levels (EDORA is member of six influential European associations: EWEA, EPIA, ESHA, AEBIOM, EREF and ESHA), EDORA provides its members with original studies and analyses together with position papers portraying the sector’s demands.

FHE

France Hydro-Electricité is a professional association in charge of small hydro producers interests in France. It promotes the development of the small hydropower field, and represents today more than 500 plants, with a cumulated installed capacity of 4300 MW. The principal mission of FHE is to anticipitate and prepare the evolution in the field and defend the interests of its members at institutional level, and to improve the legal and economic framework for the development of small hydropower.

NTUA

The Laboratory of Hydraulic Turbomachines (LHT) belongs to the School of Mechanical Engineering of the National Technical University of Athens. LHT provides know-how and research work on hydroturbines operation analysis, optimal design, model manufacturing and laboratory testing and experimentation. Its extended testing facilities include 10 parallel test rigs for various pumps and hydroturbines, equipped with modern measuring and data acquisition apparatus and software.

The relevant experience of the LHT regarding the present project is:

Design, construction and testing of prototype models of hydraulic turbomachinery and of small hydroturbines of all types for various applications

Numerical analysis of steady and unsteady flow fields developed in hydraulic turbomachinery, and simulation of transient flow mechanisms (water hammer, cavitation, etc), using in-house computer codes and commercial software

Numerical design optimization of hydroturbines and various related hydraulic components.

Analysis of hydrological, topographical, financial and other data for best techno-economic exploitation of waterfalls and hydraulic potential, and for optimum sizing of small hydroelectric plants

The research activities of the LHT are supported by two specialized professors, about 10 Post graduated and Ph.D. students, several Bachelor degree students, scientific associates and supporting staff, both technical and administrative. LHT participates in various research projects funded by public or private entities.

WIP

WIP has been active in the renewable energy and energy efficiency sectors for over three decades, providing a range of services to both industrial and public sector clients at the international level. WIP has a long record of performing outstanding activities for, and in close co-operation with the European Commission and German national entities; namely:

• Analytical research work following an interdisciplinary approach by tackling energy issues in their economic, legal and social framework conditions
• Formulation of strategies for greater integration of renewable energy technologies
• High-level event management for European conferences, workshops, and campaigns
• Renewable energy systems and rational use of energy projects in all 27 EU countries
• Expert services in the sectors of International RE Policy Research, Energy Efficiency and rural energy infrastructure.

WIP’s know-how covers the entire clean energy sector, including hydro-electric power, energy in buildings, biomass for heating and electricity, photovoltaics, small hydro and wind energy. WIP offers project development, project management, technical supervision and realisation of both large- and small-scale projects, which involve the co-ordination of international consortia. With an experienced team of qualified and committed personnel WIP applies an integrated approach to bridge the gap between project idea and realisation.

WIP is member of the European Biomass, Photovoltaic and Wind Energy Associations, EUBIA, EPIA and EWEA, as well as founding member of EUREC, the European Association of Renewable Energy Research Centres.

So down in the southron part of Belgium is the mountainous Ardennes region. This is a particularly scenic region of rolling hills and deep forests and well … as wiki says … deep in the heart of the Ardennes is the Moulin De Hollange … it is recognized as a scenic site by our local visitors group in particular because “Le moulin de Hollange et boulangerie artisanale (en activité depuis près de six siècles)” yes there has been bread and flour milling on this site for 6 centuries … well before we worried about the term ‘artisanal’

But artisanal certainly fits the bill … if I were to mention how freshly sliced pieces taste with a little drizzled olive oil and a slightly overripe tomato ? The way huge sacks of the bread keep finding their way out the door into the waiting trunks is a sight to see … by sacks, I mean enormous waist high bags of bags of loaves … speaks well to how popular this bakery is … and people keep coming and going the entire time … some must be for restaurants and resale, no-one can each _that_ much bread …

Or if your objectives are a bit more moderate, a couple of brioche, a single sliced loaf or two the nice folks can set you up very nicely …

Down around behind the main building we get to see the millpond and sit beside the water that has made this an operating site since at least the 12th century … the water cascades through various channels and it is obvious waterworks continue to be a huge part of the on-going mill … the cascading water adds dissolved oxygen, very necessary for the healthy pond ecosystem

This day there are two of the roughest of guardians to the inner workings of the Moulin de Hollange, no, not Cerberus, nor even his lesser respected two-headed brother Orphus, these little sweeties will let you pass for the for a small fee, a pat on the head and a scratch of the ruff …

But the sacks of gold our two heroic guardians were protecting are of a different and gentler sort than that made of base metals, here the gold is that of the wheat ground to flour for the use in the bakery above …

This is not a simple process and the machinery must be carefully watched and a constant effort applied to clear blockages in the flour pathways, to ensure the power belts are still on the spindles and a myriad of other necessary tasks. The resultant chaff floating down through the sunlight from a window means our proprietress is covered in a pale fine powder from head to foot, a foot buried to the ankle in the fine stuff … if you care to try a YouTube snippet I made …

Such a simple seeming golden grain, sourced locally where possible, but the particular region is not kind to wheat here I am told, so some must be brought in from other parts of Belgium, but this is a small country, so local is a relative term …

Inside the gears and spindles turn and faithfully grind away turning gold into bread, I am particularly struck by the wooden cogs in the cast iron gears. Today we would replace gears as they wore out, here the wooden pieces can each be replaced locally as necessary and the gears can turn a virtually endless duty cycle, we are not talking a 10 or 50 year effectiveness before being replaced, here we can be repaired with simple tools in place as long as you wish. I also wonder about the shock absorbent properties of the wood as this seeming rickety system is a long sequence of single points of failure where shocks in one part could harm another over time, and yet it seems to keep going in perfect sympathetic harmony … as long as our proprietress works constantly keeping all the parts together … if I can try you patience with another attempt with handheld camera and YouTube :

While underneath the historic motive power is still available as the water cascades over the wooden water wheel that gives name to the Moulin de Hollange. It is not the only motive power, there is a small electric motor as well, ideally this can be used to assist the wheel and to further smooth out the shocks as the systems fluctuate in load … too much load and the momentum is lost and the wheel comes to a halt … and the water cascades over the wheel instead of turning it … plenty of dissolved oxygen making it into the stream bed from this operation … if I may abuse you with one more YouTube:

A new water wheel is under reconstruction … ‘new’ being a relative term, if the original dates from the 12th, the second wheel was put in around the 17th or 18th , I am afraid I am a bit too entranced to catch the precise details from our explication … there is talk this day of placed an electric generator on one axle so that when the grain is not being ground the wheel(s) can still turn but now to generate renewable electricity and reduce dependencies on fossil fuels …

In a small still pool out back is the new wheel elements being soaked and cured under water until they reach their saturated shape, once they are prepared they will be further cut down and shaped into place and ready to spend day after day, year upon year, with water cascading through them …

Back up in front of the boulangerie a cherry tree spreads its spring blossoms over the sluice that brings the water from the diversion into the wheel …

And after the water has done its work, it departs better for the experience as I catch sight of two small grayling fish darting through the brook happier than any clam I have ever seen (I think graylings, they are native here, but not being a trained botanist, and they were _very_ fast, perhaps I have been reading up too much on the topic of late for this EU hydro energy project)
