This new proposal aims to describe a project placed in response to the 2012 EACI Intelligent Energy Europe Call for Proposals to examine ways in which the activities of local councils, cities, municipalities and regional agency actors can be spurred to further promote and implement small scale urban renewable electric generating schemes.
URBAN-ResAbbreviatedAbstract-Nettowatt.be.V1 : There exists significant renewable energy generating capacity within our urban environments that are currently untapped for several reasons
- Lack of market forces
- Lack of resources and knowledge within the organizational institutions
- Lack of methodologies and decision making procedures and to balance historic preservation and environmental concerns
- Lack of funding mechanisms and resources to overcome diminishing budgets and competing demands

These resources take several forms; small scale urban windfarms (e.g. high-rise rooftop windmills: note technological and public acceptance issues) and in particular resources related to flows of rivers through many of our urban cities that traverse weirs and other horizontal obstructions that form a key components of our urban cityscapes. Photovoltaic efforts are already well represented in the market place and is actively engaged. Rooftop and industrial windfarms may be subject to additional technological development but ‘off the shelf’ technology exists and successful implementation have been implemented in the EU.
